June 4-5, 2013 The V International IT-Forum was held in the Concert and Theatre Centre in Khanty-Mansiysk. Organizers of the Forum: the Government of the Khanty-Mansiysk autonomous okrug – Ugra and the Public Chamber of the Khanty-Mansiysk autonomous okrug – Ugra.
International IT-Forum was held in Khanty-Mansiysk for the 5th time. Prerequisite for the Forum was the high level development of information society and on-line Government in Ugra. According to the “Development readiness state of information society rating of the regions of the Russian Federation”, which Institute of Information Society Development (Moscow) calculates using the international UN approved procedure, taking into account all the focal points of information society development, the okrug has been dominating among the other regions for several years.
In 2013 the goal of IT-Forum was exchange of Russian and International experience in information society formation and proposed solutions examination.
One of the priority IT-Forum tasks is assistance in cooperation arrangements between power officials and representatives of business and civil society, which is directed to concerned action in current problem solutions of the information society development.
The participants received greetings from the Minister of Communication and Mass Media of the Russian Federation Nikolai A. Nikiforov, UNESCO representatives from Azerbaidzhan, Armenia, Belarus, Republic of Moldova and The Russian Federation Badarch Dendev and the leader of the Public Chamber working group of the Russian Federation on the information society development in Russia Elena G. Dyakova.
In 2013 in the Forum participated delegations of the following international organizations: UNESCO Institute for Information Technologies in Education, the World Bank and Slovak Republic
Also for the participation in the Forum arrived representatives from the USA, Great Britain, Spain, Korea, Singapore, Ukraine, Belarus, and representatives of international companies-vendors: Hewlett-Packard, Oracle, Microsoft, IBM, Xerox.
The Forum was attended by leaders and experts in IT-sphere from 30 regions of Russia (including Moscow, St. Petersburg, Vologda region, Krasnoyarsk region, Kurgan region, Nizhny Novgorod region, Omsk region, Perm Territory, Republic of Karelia, Republic of Komi, the Republic of Tatarstan, Sverdlovsk region, Tomsk region, Tyumen region, Chelyabinsk region, Yamal-Nenets autonomous okrug, Yaroslavl region).
Also, the event was attended by representatives of scientific, educational and expert community, including the Moscow State University of Economics, Statistics and Informatics (MESI), the International Academy of Business and New Technologies (Academy IAB&NT), Institute for Information Freedom Development (Saint-Petersburg) Institute of Philosophy and Law, Ural Branch of the Russian Academy of Sciences (UB RAS IFIP), higher education institutions of the autonomous okrug, and representatives of public organizations, including the Public Chamber of the Russian Federation.

The forum (including visitors) was attended by over 2000 people.
MAIN EVENTS OF THE INTERNATIONAL IT-FORUM
The Forum was opened on June 4th, 2013 with the plenary session.
Words of welcome were addressed by the Governor of the Khanty -Mansiysk Autonomous Okrug - Ugra Natalia Komarova. Welcoming participants of the Forum on the Ugra land, the head of the okrug noted that the forum is being held for the fifth time. “Our huge Siberian territory is a serious engine for telecommunication progress. I am absolutely sure that the importance and authority of our forum will continue to grow”, continued the Governor. “Confirmation of this is number of participants, rich program, which starts today with plenary and thematic sessions. Discussions will cover many topical issues related to the development of the information society. From the usage of space technologies to personal digital assistants in everyday life.”
Welcome address of the Minister of Communications and Mass Media of the Russian Federation Nikolai Nikiforov announced by the Deputy Minister Oleg Pak. The greeting expressed gratitude to the Governor and the Government of the Khanty-Mansiysk Autonomous Okrug - Ugra for the opportunity to discuss current issues of the Information Society in the Russian Federation.
On behalf of the delegation of the Bansko Bistritsky Krai of the Slovak Republic to the participants of the IT-Forum addressed the chairman of the Krai Vladimir Manka. “Information and communication technologies address all aspects of our lives. ICT investment and economic growth are closely connected: these technologies increase the innovative capacity of industry and help to make optimum utilization of natural resources”, - said Vladimir Manka.
General Director of FSUE “Russian Post” Dmitry Strashnov noted that the popularity of the IT-Forum in Khanty-Mansiysk is constantly growing. "Russian Telecom is undergoing rapid development, the stage of ubiquitous broadband Internet access and negotiation of the digital inequality. Potential of the Russian IT-market makes experience sharing and discussing issues particularly topical.”
On behalf of the World Bank addressed the Manager of the Sustainable Development Sector of the World Bank in the Russian Federation, Juan Navas - Sabater. “We are delighted that our partnership with the Khanty - Mansiysk autonomous okrug – Ugra is constantly developing. The World Bank is supported by the best world practices and promote the use of them in different countries, taking into account the specific characteristics, so we are very interested in sharing experiences. The World Bank has broad experience in the implementation of ICT projects and is willing to cooperate at both the federal and regional level,” - said Juan Navas - Sabater .
The address of the UNESCO Moscow Office and the UNESCO Institute for Information Technologies of Education was announced by Svetlana Knyazeva. “It is significant that IT-Forum is held under the motto “Information Society for everyone”. Achievements of the autonomous okrug in increasing of the availability of information technology for the citizens are well known. This is the result of regional Government efforts to develop and implement targeted programs for ICT development and there is something to learn from Ugra for neighboring regions”, as it was said in the greeting.
During the plenary session there were presented reports by the Deputy Minister of Communications and Mass Media of the Russian Federation Oleg Pak, the representative of the World Bank Juan Navas - Sabater, the deputy chairman of the National Guild of Town Planners , the CEO of the Institute GRAD Anna Beregovskikh, the Director of Information Technology Department of the Khanty- Mansiysk Autonomous Okrug - Ugra Andrew Borodin, the Deputy General Director of FSUE “Russian Post” Maxim Parshin, the executive Director - Director of the Department of the Regional Development of the project “Information Society” of the JSC “Rostelecom” Dmitry Gurtov and the Deputy General Director of JSC “SibNATS” Vladimir Sedukhin .
At the final plenary session on June 5 the results of the V International IT-Forum were summed up. The meeting was chaired by the First Vice-Governor of the Khanty-Mansiysk Autonomous Okrug – Ugra Alexander Kim.
During the plenary session Alexander Kim handed a diploma and a prize for the winner of the international student competition “IT Planet 2012/201” to Daniel Kazantsev for 3rd place in the development of innovative start-ups in the field of information technology. Daniel Kazantsev thanked the Department of Information Technology for the invitation to participate in the forum and Nizhnevartovsk Branch of Omsk State Technical University for their help in the development of a unified information web portal for people with disabilities.
The seventh-form pupil from the secondary school number 1 Sychev Nikita received the diploma and the prize for winning the competition in mathematics “5-3-1”. Ugra Scientific-Research Institute has organized the on-line Olympiad, which was held during the IT-Forum on June 4.
Then was summarized the work of the sections. The IT-Forum Resolution was posted for 30 days on the official information resources of the okrug for public comment.
At the end of the first plenary session on June 4 the following agreements were signed:
- Cooperation Agreement between the Government of the Khanty-Mansiysk autonomous okrug - Ugra and the Federal State Unitary Enterprise “Russian Post”, signed by the Governor Natalia Komarova and the General Director of FSUE “Russian Post” Dmitry Strashnov.
- Memorandum of Understanding between the Government of the Khanty-Mansiysk autonomous okrug – Ugra and the Sustainable Development Sector of the World Bank. The memorandum was signed by the Governor Natalia Komarova and the Sustainable Development Sector Manager of the World Bank Juan Navas-Sabater.
- Cooperation Agreement between the Government of the Khanty-Mansiysk autonomous okrug – Ugra and JSC “Management of Fiber-optic communication lines on overhead power lines interregional distribution grid companies” was signed by the Governor Natalia Komarova and the Acting General Director of “Management of Fiber-optic communication lines on the air lines of interregional distribution grid companies” Nikolai Sabinin.
Parallel thematic sections
During the forum were held 11 parallel thematic sessions, on which was discussed the problems of information society development in Russia, international and regional experiences exchange, suggestions and recommendations were developed to optimize and coordinate the efforts of leaders and representatives of federal and regional authorities, local authorities, representatives of business and civil society, research and education community and other interested parties:

During 2 days of the Forum, participants heard and discussed 83 report.
Specialized exhibition "Technologies of electronic Government"
As the part of the International IT-Forum was held an exhibition of “e-Government technologies”.
The opening was attended by the Governor of the Khanty-Mansiysk Autonomous Okrug - Ugra Natalia Komarova and the Deputy Minister of Communications and Mass Media of the Russian Federation Oleg Pak. Okrug’s achievements were represented by the Director of Information Technology Department of the Khanty-Mansiysk Autonomous Okrug - Ugra Andrei Borodin.
The exhibition was organized in a modern interactive format. People were able not only see the exposition, but to get an activation code to access the "My Account" Portal of state and municipal services of the Russian Federation, to get a personal digital signature, sign up for training courses "e-Citizen" and vote for the new brand of Ugra.
For younger visitors were organized chess games with computer-manipulator (model NOVAG 2Robot), the tutorial program "Dinosaurs teach chess", and a variety of themed quiz. Also hosted a children's rapid chess match between teams "Ugra Chess Academy" and Chess Club "Shashvosh-Sharkaly" (p. Sherkaly Oktyabrsky district Khanty). 32 companies presented their achievements at the exhibition.
On June 4th-5th at the IT-Forum were organized master classes for employees of state and municipal authorities and experts in IT-sphere by the companies “Microsoft Rus”, “Softline” and the club IT-Director of the Tyumen region. Institute of Information Technology “IT” organized the workshops for people with disabilities “Advanced user of MS Office” at the State Library of Ugra.
The information platform of the IT-Forum was the official website www.itforum.admhmao.ru, which housed all of the information about the event and has an online registration for the International IT-Forum participants.
