Regulation on the Commission of the Russian Federation for UNESCO

The Coordination Committee of UNESCO Chairs in the Russian Federation (hereinafter referred to as Committee) is a public expert advisory body under the Commission of the Russian Federation for UNESCO for the implementation of UNESCO’s UNITWIN/UNESCO Chairs Program.

In its activity the Committee follows Guidelines and procedures of the UNITWIN/UNESCO Chairs Program, the Regulation on the Commission of the Russian Federation for UNESCO and the present Regulation. The Committee performs the following tasks:

  • Coordination of the implementation of the UNITWIN/UNESCO Chairs Program on the territory of the Russian Federation;
  • Cooperation with Russian committees of UNESCO programs;
  • Russian UNESCO Chairs activity monitoring;
  • Examination of applications for creation of UNESCO Chairs ;
  • Providing Chairs with information on UNESCO’s program activity. Dissemination of information on Russian UNESCO Chairs activity. Preparation and holding of the Committee conferences (at least twice a year);
  • Preparation and holding of All-Russian Congresses of Chairs (twice a year).

The Committee consists of a National coordinator, his deputies elected among heads of Russian chairs

 

The Statute of the Commission of the Russian Federation for UNESCO.

1.  The Commission of the Russian Federation for UNESCO (hereinafter referred to as Commission) is a governmental coordinating body that ensures cooperation between the Government of the Russian Federation, federal executive bodies, other institutions and organizations as well as scientists, experts and The United Nations Educational, Scientific and Cultural Organization (UNESCO).

2.  In its activities the Commission is guided by the Constitution of the Russian Federation, the UNESCO Charter, federal constitutional laws, decrees and orders of the President of the Russian Federation, resolutions and orders of the Government of the Russian Federation and the present Statute.

3.  The Commission tasks the following:

A) to promote participation of the federal executive bodies, other institutions and organizations as well as the recognized scientists and experts in the UNESCO field in the UNESCO activities and programs;

B) to ensure within its competence the fulfilment of international legal duties that follow from the membership of the Russian Federation in UNESCO;

C) to prepare the instructions for the official delegations of the Russian Federation and the representatives in the UNESCO bodies and assist in their work;

D) to dissemininate information about UNESCO and its program activities;

E) to cooperate with the national commissions for UNESCO of the other states;

F) to participate in the search for the personnel for Permanent Delegation of the Russian Federation for UNESCO, the Secretariat of UNESCO as well as for the UNESCO programs in the different countries;

G) to provide informational and advisory support for the federal executive bodies, other bodies and organizations as well as the recognized scientists and experts in the UNESCO field within its competence.

4.  The Commission is entitled:

A) to request information and documents within its competence from the federal executive bodies, other institutions and organizations as well as the recognized scientists and experts in the UNESCO field;

B) to hear the representatives of the federal executive bodies on the matters within its competence;

C) to enlist the representatives of the federal executive bodies, other institutions and organizations as well as the recognized scientists and experts in the UNESCO field;

D) to establish the committees and working groups in special fields of cooperation between the Russian Federation and UNESCO.

5.  The logistics of the Commission activities is realized by the Ministry for Foreign Affairs of the Russian Federation at the expence of and within the budget allocations granted by the Federal budget for the maintenance of the Ministry for Foreign Affairs of the Russian Federation.

6.  The President of the Commission is appointed by the Government of the Russian Federation and performs the following responsiabilities:

A) to appoint his/her deputies that represent the  staff of the Commission;

B) to give the general leadership of the activities of the Commission and its Presidium;

C) to confirm the heads of the committees and working groups;

D) to confirm the representatives of the Russian Federation at the supervisory UNESCO bodies, its projects and programs.

7.  The composition of the Commission is approved by the Government of the Russian Federation on the proposal of the President of the Commission. The composition of the Commission consists of the representatives of the federal executive bodies, other institutions and organizations as well as the recognized scientists and experts in the UNESCO field.

8.  The Supreme body of the Commission is the General Assembly of the Commission members, and in the period between the sessions — the Presidium of the Commission.

9.  The General Assembly of the Commission members is convened at least once a year  and performs the following duties:

A) to determine the guidelines of the activities of the Commission;

B) to form the composition of the Presidium of the Commission;

C) to make the decisions about the establishing of the committees and working groups;

D) to fix regulations on the activities of the Commission.

  1. Special sessions of the General Assembly of the Commission members are convened by the decision of the Presidium of the Commission or at the request of not less than one-third of the Commission members.
  2. Each member of the Commission has one vote.
  3. The Presidium of the Commission consists of the President of the Commission, his/her deputies, the Secretary-General and other members of the Commission elected by the the General Assembly of the Commission.
  4. The working body of the Commission is the Secretariat which is included in the structure of the Ministry for Foreign Affairs of the Russian Federation.The Secretariat is headed by the Secretary-General of the Commission who is appointed by the President of the Commission.
  5.  The Secretary-General represents the Commission at all of the organizations, in relationship with the UNESCO Secretariat and the national commissions of the other countries as well as:

A) organizes the work of the Secretariat of the Commission;

B) makes the prompt decisions on matters within the competence of the Commission;

C) coordinates the work of the committes and working groups.
